Weapon-Grade Plutonium Production Potential in the Indian Prototype Fast Breeder Reactor
نویسندگان
چکیده
India is building a 500 MWe Prototype Fast Breeder Reactor, which is scheduled to be operational by 2010. India has refused to accept international safeguards on this facility, raising concerns that the plutonium produced in its uranium blankets might be used to make nuclear weapons. Based on neutronics calculations for a detailed threedimensional model of the reactor, we estimate that up to 140 kg of weapon-grade plutonium could be produced with this facility each year. This article shows how India’s large stockpile of separated reactor-grade plutonium from its unsafeguarded spent heavywater reactor fuel could serve as makeup fuel to allow such diversion of the weapongrade plutonium from the blankets of the fast breeder reactor. We describe and assess the most plausible refueling strategies for producing weapon-grade plutonium in this way.

India and Fast Breeder Reactors
India has long pursued a fast breeder program, motivated in part by the availability of only poor quality uranium resources within the country. But progress so far has been disappointing, with only one test reactor having been constructed and having a chequered operating history. The larger Prototype Fast Breeder Reactor that is being constructed has a design that compromises safety and will pr...

In its context, nuclear technology was also put forth as an avantgarde of scienti...

India has chalked out a nuclear power program based on its domestic resource position of uranium and thorium. The first stage started with setting up the Pressurized Heavy Water Reactors (PHWR) based on natural uranium and pressure tube technology. In the second phase, the fissile material base will be multiplied in Fast Breeder Reactors using the plutonium obtained from the PHWRs. Considering ...

This article demonstrates the feasibility of converting Iran’s 40MWt heavy-water research reactor at Arak (the IR-40) to use low-enriched uranium fuel in order to slow the production of weapon-usable plutonium. Two methods are proposed, and both retain identical power density, thermal-hydraulic, and safety profiles as the original design and require no physical alteration of the core. They can ...
